Might be better to have councils or committees with limited powers, for example one to propose, accept or establish diplomatic relations with other regions, or another to judge behavior of citizens and censure or reward them.
Such council or committee members could be elected to staggered terms to allow participation of all citizens and to allow change in practice with continuity. This would also help in situation where one council member's participation is limited by RL.
There would then be more offices for citizens allowing greater participation and direction would map to views of most citizens, not one executive.
Unitary executive only necessary where quick action required. For region, this is primarily protection from invasion, which is power of WA Delegate.
